They definitely need to be part of a normal HTML page to make things work, but we'll park them to one side so we can concentrate on the bit we're interested in.
The line that starts with the double-slash is called a
comment. The computer ignores it, and programmers like us include them to help other programmers (or themselves months later) understand what's going on.
Computer code can be kinda hard for humans to follow, so leaving helpful tips for your future-self is considered good practice.
